Estado Novo had good points but was socially unsustainable. The commies that came after that almost ruined everything and made all that previous suffering be in vain, though. Were it not for the army to threaten them into place, we'd be even worse today.
Macau, in OP's picture. We had a colony on every continent before everyone else (except Antartica). We even had a plan to invade China, kek, but decided against it because we weren't sure of their size when we got there, so we decided not to.
Not everyone cares about every single one of our colonies, dude.
They are working dirt cheap already. We can wait until they are miserable and offer them something addictive that they can't get anywhere else, and get them to revolt. Planning is really your purview, we mostly stick to doing the insane shit and survive.
