I I have a first gen core i5 520M and its performances are overkill for almost all daily tasks, assuming you don't emerge @world everyday. (Its power consumption is higher than I wish tho.)
Heck, I've been totally fine doing textbooks Navier Stokes simulations on core2duo. Even the 3D turbulent flows on a pipe or around a cylinder were running faster than the time it takes to get yourself a mug of coffee.

some people would be good with a bottom bin pentium from a few years ago, some people are holding off till zen 2 with their 5ghz process as a minimum speed.

realistically, double what you need is probably the best option, this makes damn sure you aren't up against a wall in a year or two when what you do can use more cores, and allows for wiggle room in the computer not becoming a one use thing.

for general consumers, as many cores as possible as long as you are not adversely affecting performance. in 2 years we will have epyc 32 and 64 core parts on the market for jack shit, likely FAR more powerful then what consumer 8-16 core is going to be (zen 2 seems to either be garing for a 6 core ccx, or an 8 core... cant quite tell but the shift to 7nm over 14nm makes either one possible without increasing die size, but it seems amd is going to double/quadruple the cache per core, at least l3) and with likely poverty prices, 300$ for 64 cores, a few months ago I passed up 300$ for 16 cores 32 threads, and 128gb of ram when picking parts. but said parts would single core like shit so its probably won't be worth getting for a normal use case.

right now, amd from 4-16 cores maintains around the same clock speeds, so really it doesn't matter which one you chose on that basis, while intel from 4 to 18 cores has wildly different clock speeds and turbo, so picking the one that will get you where you need to go isn't as clear cut as amds options.

Im currently saving for a new CPU so I can play Hearts of Iron IV. My friend owns 2 computers, one is a i7-7700HQ while the other is i7-6800k. The 7700HQ struggles early game but runs it fairly ok while the 6800k absolutely smashed it.

So I was thinking 6 core might just be what I need to play it smoothly. But I dont want to blow 400 AUD plus on even a used 6800k because TDP and fairly outdated architecture as well the general idea that it might be stupid to buy an EXPENSIVE 6 core just to play a single game.

So not wanting to look like a retard that blows alot just for that, should I go for Ryzen 5 1600 or i5-8400 instead? they both are considerable cheaper than both i7-6800k and i7-8700k, especially Ryzen 5, 6/12 at like 260 AUD.

For reference, my current CPU is a G4560. And I love RTS
