Good luck with it. I'm sure the country was in dire need of this new regulation and it's effects will be nothing but positive. I'm also sure its implementation is going to be consistent across regions with minimal bureaucracy, corruption free, and will have minimal disincentive effects toward improving existing and building new infrastructure.

Once you give the government the ability to enforce ISP rules, you give them the ability to enforce ISP blocking.
It's happened in the UK, South Korea, Japan, Germany, Russia.
Not to say we should let ISPs do whatever they want either, but it's basically a lose/lose situation.
