Ever since the last windows update (that I can remember) my favotire game Rocket League has become unplayable. it starts out at 120fps like normal and within minutes bogs down to what looks to be about 10 fps, fps counter is still reporting 120.

After the latest update I can't play anything in full screen or I get an awful flickering. Downgrading my drivers to 388.00 fixes the problem but Windows updates it to 388.13 every time I reboot, even when I turn off automatic driver updates. It's bullshit.

Here's a simulated one -- I just took the default wallpaper and left shifted all pixel values by 4 bits. OP's issue is his GPU is trying to output 12 bit color to a monitor that only does 8 bit.
