I can't say whether it will happen. But there is a financial incentive for ISPs which also offer cable to throttle Internet porn. As part of their cable offering, they also offer pay-per-view, on demand pornography.
They will be able to throttle competitors' porn traffic. But it would be a risky move since everybody watches free porn online. The ISPs won't want to rock the boat too much, or else even more people will demand that the FCC bring back NN rules.
So I don't know if they'll do it.
