Generally the toll roads are centred around the cities, but if you decide to live in bumfuck nowhere your cost of living is already significantly lower than the urban populations', so its not like it'll make much of a impact. If you have to drive back and forth through a toll booth to get to your workplace it's usually covered by your employer, and all EVs can pasd free of charge.
