Watercooling can be quieter at load than air cooling, but not at idle because you've always got that pump noise. To be fair, not everyone can even hear it, or will be bothered by it, but for those who do it can be fairly annoying. I'm specifically talking about the quiet buzzing sound pumps emit, not any rattling or gurgling that happens when there is air in the loop.

d5 and ddc are effectively silent bellow 30%. After 45% they are in almost all applications quieter than the next loudest thing in the room.

Depends what you're comparing. A single 120mm rad cooling a CPU vs. a big tower cooler with 140mm fans? The latter can be pretty quiet.

You can isolate the pump as much as it can be isolated and the motor noise will still be audible to some people.

I currently have several computers in my house, with various components and cooling methods. My personal computer is air cooling only, with a Ryzen 7 1700 @3.7GHz with the stock cooler and a GTX 1080 Ti. At idle it's pretty much silent, under load the GPU fans spin up and it's not terribly loud, but it's definitely noticeable. I also have a watercooled Threadripper/Vega build. It's silent all the time except for a faint pump noise you can only hear from one side of the case, and only if you're close to it. Watercooling is quieter than air cooling under load, but at idle it's louder.
How come there's no case where the front panel is on the 5.25 drive bay. Wouldn't it be nice if it's there.
If the old case power/reset button fails, you can just easily replace the front panel. It would increase the lifespan of case dramatically.

I regret so much not saving some of the cases from my very old pc's over time. Lot's of great late 90's early 00's cases.
Though the older IBM's might be a bitch to use today because they likely used proprietary form factors.

That IS their desktop equivalent.
They made it for high end workstations there's even a variant with SQ on the end which uses their "super quiet" fans if people can't handle the noise at 100% fan speeds.
Their full blown server stuff doesn't have that front.
The only thing I hate about that case is that there's no 120mm fan variant of it. Would love to slap some sanyo denki 120x38mm high RPM PWM fans in there.
