Not adapting to the changing times. Attempting to hold on to their role as one of the world's great powers despite its futility. Instead of refocusing and becoming a financial powerhouse like the UK or an industrial behemoth like Germany, France just kind of wasted away.
Not having any important developed colonies to carry on the country's legacy also contributed, I think. The UK has the US, Australia and Canada. Spain has Mexico and most of South America. Portugal has Brazil and Angola. France literally has no important former colonies.
