a search warrant was issued for my house, and according to a family member that was there, my server was taken. (im out of the country)
about 24 hours later, i see my server is back online, but my family member tells me that my server (or any other piece of technology for that matter) is not at my house, where i hosted it
why/how is my server online? what's going on?

Is it "online" in the sense that it was reconnected to the internet and is calling home to you, or in the sense that it is again available from the same address it was before?
If the former, the feds plugged it in for some reason.
If the latter, your family member is wrong or you are lying.

Also, there were two servers, one was hosted outside of home, one inside. The one inside got seized with that "the fbi has seized this server" and whatnot, but the one at home only went offline while it was physically seized.
the one at home did not contain any malicious websites. could that be why?
If it has the same IP either your family is wrong as said, or they took it and brought it back online & politely asked your ISP to let them use that IP again, as implies.

This, from what you told us so far you've already confirmed you're the owner, provided them with a timestamp from your post, and an IP address to go along with it.
Until you can verify that the server is no longer physically at your house then you must assume that it is now a honeypot meant to lure you or someone else in.
Stop accessing the server, there is no guarantee that you're not the only user sending http request right now.

op may have dun goofed, unless you're using a never-used-before browser/computer, it takes about 2 minutes to come up with a script that will match the same browser signature you have now to previous ones, so if youre generating http requests with a previous signature, all they gotta do is match it to your previous signatures and they'll know it's you and where you are

2. I did not provide service on Server A to people located in the United States. If a user wanted to access a site on server A or host a site, they would have to confirm they were from another country.
