It's not like you've been given a desk calculator and that is all you can use. You have the option of choosing the scientific mode which will hold you hand for you but you choose not to.

The feedback pops up because it is a Store application, and Store applications ask for feedback periodically unless you turn it off. It's not exactly a big deal unless there was no option to turn it off.
Like, I have uninstalled apps on my phone that would ask for feedback periodically because there was no way to stop it.
