That city pretty much stopped in time, I went there once as a kid and loved the baroque architecture, you can see similar buildings in Rio's centre too.

Good thing is it's an UNESCO world heritage site, so it'll stay like that.

Why are they allowed to build that tall around the Dam? It makes it look like such unpleasant, although I know it looks really nice on street level.

I think skyscrapers are fine, and often necessary in dense inner cities. Oslo for example could benefit from some more talls around its downtown, but politicians are all NIMBY's and against reason.

I'm a bit more skeptical to it in historical downtowns though, but one could always take the Paris route.

you can preserve a bit of the historical downtown if you want to, but as a general rule, unless you want property prices to spiral out of control you need to be very liberal with planning law

Tokyo has some big roads too for cars, but I think they mostly try to keep human and transport space separated by the use of elevated platforms and/or underground etc.
Other cities may try to combine these two, which creates an unbalance.
