the official language of the government was english AND spanish until recently. Spanish was a mandatory subject in elementary and high schools until the late 80's. You can't just up and remove 300 years of influence like that. It has already permeated the local culture and created a hybrid of sorts.

Spanish was forbidden during the USA administration, I cannot remember to what extent in academical situations, but people could not speak it in public, and there's recordings of Spanish-speaking Filipinos telling this in youtube about their families forced to stop speaking Spanish. Similar to what happened in Spain with Catalán, technically "not illegal" but outlawed in most cases.

I'm not denying there's and there will be a connection between Spain and Filipinas, but just to an influencial level, never to the extent that culture was molded in any way. Again, it's widely known in Spain that Filipinas was never actually colonized, just administrated.
