I was about to call OP stupid until I took a closer look and saw that it's a brick that converts 240v50hz electricity to 240v50hz.
It probably contains some safety stuff like a fuse, voltage regulator and a surge protector. I'm not entirely sure, though.
that's a bit huge to be just a fuse.
I'm betting it tries to reduce line noise.
Well I looked at the website on the label and they seem to make a lot of equipment for lighting, so my guess would be that it is ballast or something for some lighting equipment.
But OP needs to reply on what it is for to be sure.
It bends the cord 90 degrees and you sell it as a duplex cable for 250% more. Cables are the biggest money maker for many sellers.

Yes. So long as the wattage or amperage is adequate. For a DC device, AC to DC power supplies are interchangeable so long as they output the adequate DC power.

The wall wart is literally just a transformer, probably, maybe some miscellaneous power stuff as well.
Don't try and modify it, either get one rated for yurop power or get a step-down transformer.
