You want a 1070 for 1440p. you might at well get 16gb ram, and why 2 ssd? Just Get 1 500gb and a 1tb for gaymes.
Just go ryzen, you won't need an aftermarket cooler if you go with a 1600/1700

if you want 60fps at medium at very least for 1440p I did have a wishlist going you could look at. for the price and performance compared to say an i5 7600k that I am also considering this should give you bang for the buck and have headroom for streaming your vidya.

Buy a prebuilt it's cheaper. You can get a GTX 1080 and 16GB DDR4 1 x SSD and 1 x HDD etc for 1500-1600 bucks.
