I refuse to believe manufacturing is unable to keep up with demand. CPU sells more in volume and there barely are any shortages.

That's already been figured out. If you flood the market with cheap cards, eventually they lose their value and you end up with cheap cards you can't even sell due to thousands of used ones for cheaper. If demand stays up, the manufacturer doesn't lose out massively in a year of release.
