Spyware can be called a feature then, if shipped with the device.

You can't (couldn't) turn it off and it was automatic in the background.
Clipboard can contain things including images, not just text, so how bad the problem is depends entirely on how you use your clipboard.

Also, password managers often make use of the clipboard to take passwords from your password manager app to the application/site you are working with.
