Japanese people might have converted from Shintoism to Buddhism, and from Buddhism to atheism, but despite changing its culture, we still are Japanese. Japan may one day become muslim, but as long as not the culture but the people remain pure, we still will be Japan.
It also cannot be said to be territory. Hokkaido island was before inhabited by dirty Ainu Manchu/Siberian villages people. Japan conquered, and annexed Hokkaido. That is a part of the Japanese country today.
Therefore, as you see, it is not culture or land, but rather a group of people that make a country what it is. That being said, genetic groups will be more prone to produce certain cultures, and the land they inhabit also will make differences in the natural selection. So in a sense, its all connected as the same thing.

There are many races of dogs.

You can determine if they are pure by analyzing their physique, their family tree line, and if you can afford it, their genotypes.
Merely by looking at dogs, someone who knows a lot about dogs may be able to see the difference very objectively between a mixed race dog, a poodle and a cocker.

Foremost, a nation is its culture. Territory is the second most important factor. The actual people are tertiary if the culture and territory don't change.

The concept of "countries" should really be dissolved and the world should be fully globalized with every one working together for the planet. Countries just divide us and and lead to us wasting time and resources killing each other.

Country is only what people make it. While borders can have various fortifications placed, in the end what makes border a border is whether people agree to it. If you put fortifications in a random place it's not a border, yet there are plenty of European borders that are only borders because a few parties respect it as those even though they are often even unmarked.
Poles exist and they are an ethnic group.
If there are many of one people, that people deserve its country. But if there are very few, like lets say, 1/4 blasian 1/4 hapa 1/4 latino 1/4 arab of a said group, then they shouldn't exist at all and are just errors.
