Yes you can, some places have provincial regulations, and some municipalities have similar rules, but you can absolutely drink a beer on the beach, in a park, while fishing, while walking around town, etc.
The only time they would bother you is if you were noticeably intoxicated, and even then if you said you were just walking home, there would be no problem.
