Why wouldn't you want a static IP?
Probably because he can’t get around IP bans. It’s better to have a dynamic, also. Just set up dynamic DNS and it’s the same shit but the added benefit of not being locked to one address forever.

Why not just use a proxy or VPN? Even with a dynamic IP it's not like your ISP changes it all the time (in 4 years at my current address, I've had a grand total of two IP addresses for my residential internet), so those IP bans would still hit.
Mine cycles every time I reboot the router. Bong here, I never remember it not doing that through all my houses.

I'm with EE and get a new IP every time I restart the router as well, although I think some addresses are reoccurring. I've also used my 4G connection to post before only to be told I'm already banned for some shit that I've no idea about

First thing I have always done when moving into a new place is to check if I have a static IP, and if not, request one from my ISP
