The only saving grace I see here is that if you want to implement it on your site without javascript then you would have set it up for each link individually by hand, both the client side and the server side (unless you wrote script to do it which would again be specific to your site, not really deployable).

There are ways to make your connections private, through randomising the addresses you connect with. They're called ipv6 privacy extensions; make sure to turn them on in your OS.
They will only be able to track you by the entire network you're connecting from, which is basically identical to how they track your NATed IPv4 address.

Now that's pretty insidious, but that's not really a way to track you. It's more for finding the OS of a target so you can exploit it more easily.

but not a single website will work without css
it will be just a bunch of messed up text if you turn it off

since css now supports some light scripting we are fucked
