You wanna look on Deviantart. Neiio was great but he unfortunately died. His daughter tried to crowdfund some money and opensource his themes but nobody wanted to donate so that failed. She handed all of the source files to a guy that goes by Niivu.
Niivu ported some of Neiio's themes and also has some great original themes. He probably has the highest quality themes around. Metalbone1988 is also worth checking out but much less active.
