It's the phone manufacturers. Almost everyone with a phone capable of Oreo that has been promised an upgrade is still waiting for the rollout. It's even worse if you're on a carrier variant because then you're not just waiting for the OEM to push their modifications, but then you have to wait for the carrier to approve those mods then add their own and QA that before pushing it out.

I'm using a moto G5 plus, and I'm still on fucking 7.0 because of a few little bugs with 8.1 that I don't like in custom ROMs like not being able to control ISO and shutter speed on the camera, and after a few hours most ROMs can't even connect to the camera, so I can't even use the flashlight without a reboot, so I'm on my own custom version of stock where I've ripped out all of the moto bloat while I wait for moto to roll out Oreo sometime next month.

tl;dr if you're not on a Samsung, LG, or HTC flagship you don't have the option of *official* 8.x yet.

You can make most apps as far back as the API that first supported doing whatever you wanted to do, though. For almost everything, not having newer versions of Android isn't a problem.
