Most of my relatives were anti gaddafi either for ethnic or religious reasons, and I have five uncles who studied abroad, although one was without a scholarship.

This is not true. It simply is not. You did not need any permission to leave the country. In fact, you could leave to Egypt, Tunisia, Algeria, Morocco, Syria and Turkey without even needing a visa. You could just buy a ticket and get on a plane. Also a bunch of African countries I never cared to learn which ones.
