Korea is very respectable too. Pop scene doesn't even need mentioning anymore, hip-hop isn't even terrible. Their rock scene is much smaller, but still there.
Most other countries are too poor and/or culturally restricted (either because "western music" is literally banned by the government, or older people don't listen to it; kids do though) to put out good music on a mass media level. There's still usually good indie bands happening anywhere you go, although there are plenty of ass-tier scenes, and it may be practically impossible to actually find their media in print (let alone online)
