Cores set to 1 could certainly be an issue, as it would cram everything into using only one core thus a performance bottleneck.

I'm getting a new everything except for a case psu and storage. I don't want any problems so I was going to format the storage drives, but I don't know how since I bought windows digitally and don't have any sort of cd or key. Can I just use the reset this pc option (since it reinstalls windows automatically), or is that not like a true wipe?

The refresh rate usually varies per resolution, that 77 is probably only for low res.

Your RAM setup is definitely weird and may be impacting performance a bit, but as I originally hand waved at your CPU's single threaded performance is really nothing special.
Your 1050ti would probably be a bottleneck in League if it was actually utilized, but your CPU is the bottleneck as expected.

Sorry for using Passmark scores again, but I find it easier to navigate at the expense of in-depth info.
In pic related, you can see modern STP (which League loves more than a GPU for higher FPS) has come a long way at lower prices.

That 16gb makes the system worth using, but it doesn't change much. 4790k is still viable but its basically a mid tier card today, and the gtx 960 only has value due to miners inflating the market, otherwise its old and lacking behind in the power delivery (my R9 380 doesn't cut it for 1080p gaming today, and its about 5-10% stronger than a 960). The rest of the build, except for the motherboard and wifi adapter, could be valued as $5 a piece since you can basically scavenge electronics dumps for the same parts for free.

Ram could have had value if it was DDR4, but its DDR3, so not that usable since its locked down to the hardware.

Analyzing and pricing use computers is an art. Its also a sad reminder since it shows us of how much our systems degrades in value over time.

Recycling stations

Don't think you have those in the colonies, but its a dump site for metals, wood, well/paper, organic materials, chemicals and electronics. Some of it goes off for recycling, some for safe storage and some is used for green energy projects or warming houses.

The electronics container is typically full of broken radios and tvs that are beyond repair, but the pcs left there could just have one or two broken components typically so its just free for scavenging those for parts. Just don't expect any large drives or new stuff.

your motherboard will depend on if you get a ryzen or intel cpu. for ram, either 8-16 gigabytes ddr3 or ddr4, probably about 3000 MHz.

If you don't plan on overclocking the stock cooler is fine. Dual channel RAM (2x4) will ease the bandwidth bottleneck a bit with almost no extra cost.
