Any Enterprise machine (Dell Latitude/Precision, HP EliteBook, ThinkPads, Acer Business notebooks, etc) can be specced without a webcam as cameras are banned at quite a lot of sensitive facilities.

The only hacks that were found to turn the camera on without the light were for pre-2008 Macbooks, which used a firmware controlled light.
Post-2008, the light is hardwired to the power.

This also goes for thinkpads, everyone freaks out but I looked into it with my x220 and I couldn't find anything that would allow a 1337 script kiddie to be able to turn on the camera without also turning on the light. Maybe I'm wrong but if it was so easy there would be a bunch blogs teaching you how to do it. You would need to physically alter the computer or have some kind of zeroday because if it was easy and possible everyone would be talking about it and blogging about it.
