When you run traceroute, run it from your PC not a website. Whois data doesn't necessarily have to be up to date. Neither does ip geo location data. Tracing the ip to a domain name is difficult. The traceroute gave you a different DNS name for that ip you're concerned with. Study a little more about networking before pointing fingers based on evidence that needs further interpretation/elaboration.
They are also the website. The thing of note was I was being pushed outside the USA to Eur trash zone for jumps 4 and 5.
Due to these jumps going outside the USA the feds could legally view my data.
