Are you inspecting the code, neither am I. It's naïve to think that "someone else will notice" only the people who've been involved with a project for a long time has a chance to notice it. I'm not sure how many people there are actively working on TOR and how frequent contributions come from outside the main development team, but it's quite possible to put in backdoors without it being noticed for a long time.

There's more important things for the government to care about then some guy molesting his kid or selling drugs. In fact, the more people using the network for these purposes the better, agencies like the CIA can look at how they're being compromised and strengthen their own opsec accordingly. Remember, wikileaks leaked a training manual from the CIA showing how agents bypass TSA and other airport security. Remember, they're not working with LEO (that would be too risky since some dipshit officer could leak details on an operation).

Tor sure is different beast. You do have more eyes on code than standard open source project - nation states, hackers, security profesionals. But it is possible that backdor might be only exploitable by nation state that added it and no one else (weak random seed, etc use your imagination)

I'm pretty sure Tor uses TCP for two reasons. First to relieve themselves of the burden of implementing stateful connections on top of UDP. You can do that, but its easier to just use what TCP already gives you. Two, they want to get Tor traffic past proxies and firewalls and other things that may want to interfere with it, and they want to have things like bridges and pluggable transports so that users can conceal the fact that their traffic is going to the Tor network. The best way to do that is to look like HTTPS on TCP 443.

Also people forget that the US government is a big, sprawling bureaucratic monster, not a unified organization with clear goals and clarity in decision-making. Having the government's right hand not knowing what the left hand is doing, or having them working at cross purposes, is common. The State Department and the Navy funding Tor to protect the traffic of their people and the NSA simultaneously trying to break it to snoop on people shouldn't surprise anyone.
