Pretty sure that happens when you change the system font.

Windows 10 can detect the media you're playing and is able to show the id3 tags as well as some playback controls when you change the volume.

if you've changed your default system font or used a custom theme, that may be the issue.

revert back to the original windows themes and fonts and you should be good.

The form is embedded into windows, so I doubt that reinstalling any music programs for it will fix it.

if you say you're using foobar though, you can always attempt to prove that wrong by using Groove to play something. because I'm not 100% sure on my above statement
