I've been seeing a few job postings that want UNIX experience. I've looked at some tech book reviews and it seems most are mixed on how good they are. Also many of the publication dates are pretty old.
My question is if any of you have suggestions of materials to start with and what's the cut off on relevancy of information. It seems UNIX doesn't go through sweeping changes very often.

When they say Unix experience they probably mean GNU/Linux experience and maybe *BSD experience. Actual AT&T UNIX isn't used that much these days except in some old architecture set up 20 years ago.

It's hard to know if that survey is actually referring to UNIX or some clone or derivative like *BSD, Solaris, or GNU/Linux. It's not to big a deal though as all UNIX like operating systems have very similar commands and functionality so you can transfer most skills from one to the other.
If you know Linux, you know UNIX. For 99% of what you'll probably be doing, it's the same thing. Don't be that guy that is arguing with the recruiter over the differences between the two because they'll decide "well, he knows Linux, but he doesn't know UNIX, so he's not a fit for the position", and you'll end up losing that job to a pajeet who barely knows cd and ls.
How do you “learn” linux? I’ve been using debain as my primary os for a few years now, and have set up a bunch of stuff on linux VPSes, but I still wouldn’t feel comfortable putting it on my resume. Is there a list or guide somewhere of topics I need to know to be considered profficient in UNIX?

I'll guarantee, from that alone, that you're in the top 5% of entry-level folks that put this on their resumes, because 95% of them used it in a class once and that's it, and maybe fiddled with a VM too. Be confident in your skills! Also, if you have personal projects or anything, those are gold for recruiters and hiring managers.

I think it's a little ironic to see a complete 180 from "women shouldn't be in the kitchen/stay at home" to "omg sexbots won't cook your dinner and raise your kids". They might be asking for SysV(the init) experience as opposed to systemD systems, with HR monkeys you can never be sure, but just to be safe you can install SysV(the OS) on a VM and dick around.
Bash and perl5 scripting is probably what companies ask, you might also want to learn perl6 so you can port older scripts to an overall better language.

Not too many places run proprietary Unix anymore, but there are Solaris, AIX, and even a free hpux shops out there. Usually they'll accept linux and BSD experience as long as you seem adaptable, and show that you understand what's going on beneath, and not just how to use a click and pick menu.
Chances are of they say Unix they mean not Linux, and you'll be running databases, and possibly ATM. Old school places love running databases on Unix.
Take a job like that while you still can. In ten more years, they won't be something you'll find.

It's just HR being retarded as usual. You just need Linux and BSD experience, and some knowledge on troubleshooting iToys here and there. Knowing standard user utilities like Bash is usually enough. UNIX isn't even a thing outside of maybe AIX, but you won't be digging into low level stuff because that's what support contracts with IBM are for, so it's not your problem at that point.
The last time I worked as a systems administrator and got to touch real UNIX was in late 2007, and this was managing some SGI machines (some O2s and a bunch of Tezros) that ran IRIX. I was also the one who put them in boxes and shoved them in the closet because they're obsolete.
