Not even close. Only 2 scenarios here:
1.) This is windows S rt which will only be able to run windows store apps compiled for ARM processors (no x86 apps).
2.) This is loonix running QEMU emulating windows S in a VM which will have a HUGE performance penalty so don't expect to do ANYTHING more cpu intensive than web browsing.
Seeing how bad webm related is I'm betting #1

Emulation of CPUs doesn't violate patents. Plus its been 18 years since the last 32-bit x86 CPUs I can't imagine there's anything still covered by patents.
Yes it does, that webm shows what happens when you emulate x86 on ARM metal. Which means as soon as you attempt anything cpu intensive the entire system will lose stability and freeze.

CPU is using a special "windows" mode which makes it basically incompatible with anything but that. That's the reason why the old RT tablets still have no working linux on them.
