I've been using KDE/Plasma on Arch for eons with no issue.
Maybe you should go back to a fisher price distro? You're aware that KDE Neon is a distro based on Ubuntu, not just installing Plasma on Arch, right?

I workarounded it by installing xf86-input-evdev and forcing mouse devices to use it (so xf86-input-libinput does not need to be uninstalled):
