No. The road is for cars, the bicycle lane is for bicycles, the sidewalk is for pedestrians.
The bike was not hit at an intersection, the damage seem to be in the front of the car, so either the bicycle made an illegal turn or the car fucked up and drove someone down who was in the middle of the road.
If the latter, it is a serious problem and we need to shut down all cars with the same sensors.
