The problem with bombs is, they destroy themselves, including any finger prints and DNA.

The guy was probably carrying a cellphone. They could easily match time/locations with a cellphone and know who it was.

The issue is always who tracks who for what purpose, though.

Low grade explosives can leave enough casing in tact to pick full preserved finger prints off of. A couple detonated pipebombs have been used to identify their maker with finger prints before.

The purpose of the botnet isn't to investigate crime but to have a quick way to dig dirt on anyone who eventually becomes a real challenger to the establishment.
It also serves as a deterrent to law abiding citizens who contemplate stepping out of the line. An insane bomber doesn't give a shit about botnet. A father with a wife, two kids and a home to pay does.

There are some mechanisms in place that trigger red flags that get people investigated without them being aware of it. If you go to a store and purchase black powder on a credit/debit card then buy conduit somewhere else you're going to end up getting a visit from the authorities. Buying certain things in combination with one another also triggers a flag like this.

Though if someone uses cash to make the purchases there isn't that same mechanism in place. Unless the store takes the customer's phone number at point of sale there is no paper trail back to them.

There have been crime sprees before where an innocent was arrested and jailed on the circumstantial evidence of his phone being near all the crime sites, only for the real criminal to be apprehended years later and we find out he did not in fact have a phone on him.
