Some windows telemetry is running. Try disconnecting your internet around the time the telemetry happens and you'll see that windows will force open a browser and go to your router's control panel.

This happens to me when I scrape for AWS URLs on Google.
This has happened to me before, got a call about three times a week for roughly a month or so where one digit would increment. Never did leave a voicemail. Assume it was just a robo dialer.
