Well, Google for Education, certainly does. It's also fair to say that Google services get used in quite a few schools around the world, though the state should manufacture their own education applications and data storage instead of relying on Google for such things.

Regarding Microsoft:
Microsoft gives domain administrators who have deployed Microsoft Windows for Education fine-tuned control over the computers in their domain. The reason why Windows for Education has more advanced privacy features is simply because schools require as much privacy and security as they can get for obvious reasons. Schools won't openly allow for the datamining of their students. To do so would cause massive outrange among parents and teachers.
