Xtal is so haunting it's incredible. That song makes me feel weird, like I'm being nostalgic for a dead friend that never existed or something odd like that.
Does anyone know how he made that sound of the melody? Is it a human voice sampled or did he make it? Any idea how to achieve that kind of sound. It is the most mysterious sound I have come across.

16-bit music encompasses the entire dynamic range of human hearing; higher bit depths are necessary only for production. If you plan on sampling/altering the music 24-bit is good, but if you just want it for listening purposes there is no point.
