Actually there are actual studies in Canada, Denmark and Australia showing that there is a strong relationship between a high performance in PISA and a lot of cognitive effects later in life, for example students in Canada who had attained reading proficiency Level 5 were 1500% times more likely to be enrolled in post-secondary studies when they were 19 years old than those who had not attained Level 1 in reading proficiency
