It's really difficult to even google this album. Maybe we'll have better look by including the compiler Chee Shimizu? I can't believe that an album reviewed by Pitchfork and given really good review at that is so damn difficult to find. Here is a 10/10 from the same scene to hold over until the comp can be found:

None of her others sound like that. She came to America and went to Memphis and cut a Memphis soul record. Her next album A Brand New Me she did the same thing in Philly but the band and the songs aren't as good. Still a great album but not on the level of Memphis.

Have you heard Chill Out by The KLF? It's sort of entry-level ambient, but it carries on with the field recordings and automotive theme of Lay-by Lullaby. And it's just perfect in general. I'm sure there's a copy in the archive if you want to check that out.
