The government pretty much sucks and favours white dick hard and neglects most of it's population barring the. Also land issues and stuff left over from colonialism and apartheid like massive land removals and poverty.

For example Portugal looking at some of it's stats compared to Western Europe is behind on certain stats that you'd think state would normally nearly max. That is until you realise that Portugal made huge growths for a time period form the 60's.
Despite its gradual modernization and relative expansion since the 1960s, the educational system remained underdeveloped until the 2000s when it finally reached some of the developed world's best practices and trends. Thus the comparatively low stats in certain fields area result of their being people who lived before those changes occurred. Remnants of a worse time one can say.
