What in my head could be done to improve the economy as a whole is to simply cut down import taxes(to about 1/5, 50% is a little too much) and ease just a tiny bit the breaks on foreign investment.
You need to pay taxes to get things in the country, then more taxes to get them to the state you want, and services have one extra. This is a very uneducated opinion, but these are the barriers I've found when trying to start a lil thing for myself.

Honestly these stats are kinda misleading, in Curitiba for example 77% of homicides are directly related to drug trafficking and usage, they also count the metropolitan area which is basically a ring of poverty around the city.
In Brazil as a whole 71,4% of homicides are against blacks, and 93% against men.
Basically if you aren't an impoverished drug addict/trafficker living in a favela then you aren't in any disproportionate danger, people don't just get killed for nothing.
