You're right about the Ь one, but this one is Ъ. It was used in the old writing system for a short vowel

Cyril and Methodius failed in Moravia, their students created the Cyrillic alphabet in Bulgaria. That is where Old Church Slavonic was born.

I took a class on Old Church Slavonic when I was in college. It was a lot of fun, probably some of the most fun I've ever had doing homework.
