There's other songs that sound like Kanye took time with. Famous was part of the tracklist for years and it definitely sounds fleshed out, the production of Highlights is incredibly well developed even if the song sounds messy, and I definitely think the lyrics of Real Friends took a lot of introspection from Kanye.
The album is definitely a compilation of random songs Kanye made. I don't think that Kanye went into SHMG, Swish, Waves or TLOP aiming to make an inconsistent album. When you look at the old notepads with the tracklists, the album was a lot more organized. The only reason it came out how it did was that it seems like some outside force (COUGH CHANCE COUGH) convinced him to throw in every song he cut just because. That's why the tracklist went from like, what, 11? to 13? to 17? to 18??? to 20? Yeah.
He isn't trying to say that the album being bad is intentional, just that it isn't supposed to be cohesive. Sometimes an album doesn't have to be cohesive to be good, TLOP is a fine example of that.

How long will people keep trotting out this bullshit? I know it's a thing, but I've never seen so many people make their own arrangement of songs and say "NO BUT IF YOU LISTEN TO IT LIKE THIS IT BECOMES GOOD!" before than with TLOP. The worst is when I see people put Ultralight Beam at the end of the album.
Bad songs are bad songs. I shouldn't have to rearrange them to make it sound tolerable.

I mean personally albums,especially concept albums, they work better when they have a flowing sound. That's why there's interludes in a lot of albums, it's because they're melding one half of the album to the second half and easing you into a slightly different sound. Changing up the track listing can help you if you like listening through albums through fully, but if you just grade an album based on the song quality and not the progression then that's your choice.
