It depends. If I had a lot of money, Brazil. I could afford to live far away from the favelas, and Portuguese is similar enough to Spanish that I would learn the language very quickly. If I was poor, then Japan. Even its "dangerous" areas are pretty safe, and their welfare state is functional (even if it's not especially generous).

First World originally described US allies in the Cold War, and now describes any developed country. Japan is first world by any definition, Brazil is not.

It's not because they're superior though, it's just that our governments are too shitty to do anything about it. I'm pretty sure that if one of us got a good president Uruguay would get to europe-level economy.

And I'm sure there are a few regions in China with more GDP than Brazil. It doesn't mean it's developed, and you can't just isolate a tiny part of a country and use it as a reference to claim how great the entire thing is.
