Literally just takes time and a good ear. Listen through some albums; if the production isn't brickwalled and there's plenty of sparse or open moments, it'll probably be easy to sample.
You should also try getting into crate digging. Go to thrift stores and record stores, look through the bargain bin and pick up whatever looks or sounds interesting to you. If it's obscure enough, it'll make it even harder for others to figure out what you sampled. All part of the fun.

You'll need sampling and mixing equipment though, which can get pricey. I don't know a ton about it. You'd have to research it.

I think decent sampling is done through experience really. If you're talking about using other people's work then I suggest listening to a lot of it and finding segments that have potential to you like drum segments, ambient, soundtracks, etc. Keep it simple, not whole chorus' of a song... or just go to some online library of shit. Also equipment isn't thaat important unless you want to perform live. Hell I just use audacity,
