A 2010 study found that brown eyed white men are perceived as more dominant. It's not actually the eye colour that counts, but the other facial characteristics which typically correlate with brown eyes: broader chins, broader mouths, closer-set eyes, thicker eye brows, and larger noses.
I think a reasonable argument can be made that [perceived] dominance is essentially a definitive masculine trait, so to answer your question about blond men and masculinity: they may be lacking when compared with their brunet counterparts.
