It's really just the New Orleans metro area that's below sea level. They drained a bunch of swamps around the 1950s or so to build up suburbs.

Pretty much anywhere is better than Mississippi or Alabama, even Florida.

I've never been to Arkansas so I can't say if it's any better than here.
