It's really just the New Orleans metro area that's below sea level. They drained a bunch of swamps around the 1950s or so to build up suburbs.

Also, is the place better than Alabama, Arkansas, or Mississippi? Pretty sure that it is not like Georgia or North Carolina level anyway

Pretty much anywhere is better than Mississippi or Alabama, even Florida.
I've never been to Arkansas so I can't say if it's any better than here.
It could be hot and miserable or nice, there's no telling. That's the start of Mardi Gras season most of the time too so at least you can get some king cake.
