our schools are very uniform. there's a very small difference between say a school from a small country village and one from the regions of the capital. of course there are some schools that are consistently head above the others (the so called 'elite' schools), but overall the picture is shit loads better than in other euro countries.

the only problem we have is that the ethnic russians are 1 year behind in school for some reason. if they start pulling their weight we are gonna top the chart every fucking year forever.

Slovak Republic pointed out that the reason why her scores are so low is because there is a sizeable part of the population of her country that does not speak the language of instruction, in that case the Hungarian minority, and therefore she was implying that that could be a disadvantage to her and other countries, but there is not even a correlation between the language of instruction spoken at home and average performance in the three PISA subjects, I remarked a very extreme example with Singapore, because it has the highest performance of all countries/economies but one of the lowest share of 15 years old speaking the language of instruction at home (all of the lessons in Singapore are in English, except for Mother Tongue Literature and Third language)

They are, they are conducted in the language of instruction of the country/economy, as far as I know the only exception was in 2000 in Luxembourg when they fucked up or didn't have time to translate the booklets I don't really remember but the results from Luxembourg in 2000 are not comparable to the other cycles because of that

and actually there have been some countries that have cheated on PISA surveys for example in 2000 the response rate of schools for the Netherlands was too low and it excluded some schools and the sample was not representative, this was done in order to get a better ranking and therefore the Netherlands was not taken into account to calculate the OECD average in reading in 2000 and is also excluded from trend analysis, this same thing happened in PISA 2015 with Argentina, Malaysia and Kazakhstan (but not with any East Asian country)

if i was the master educator of luxembourg i would change the system so luxembourgish is the language of school throughout and german/french are first/second foreign languages with optional third/fourth etc. foreign languages taught if students want to learn them. anyway, that's the way it is here, if you can't speak at least 3 languages you sir are a retard :D

PISA gives us information about those three skills in people aged between 15 years old and 3 months and 16 years old and 2 months that are enrolled in school, that is like 1-2% of the population in pretty much all participating countries/economies

One of the big things that PISA misses is the actual use of those skills, what would be the point of being ultra smart if you're not actually making use of those competencies, to transform that intelligence into better economic and social accomplishments, but fortunately we do have data for that, see PIAAC data (also by the OECD)

For example, Turkey, Cyprus, East Asians countries and East European countries could extract more value out of the skills that their population has, pretty different for example to Anglo and Nordic countries, where even though they are not as higly skilled as the Finnish or the Japanese (and take note that this is in PISA, let alone other large scale international assesments that are more curriculum based like TIMSS and PIRLS) they do utilize the talent of people, to transform it into better economic and social outcomes

Yes but that has been done pretty much only on the students with the lowest performance, and actually very few countries actually improved (or declined for that matter), as pointed out in the report and in the press releases from the OECD, even though technology has been advancing a lot for the past ten years the performance, the PISA scores have been stagnated, for almost all participating countries with very few exceptions like Mexico, Peru, Singapore, Buenos Aires, Portugal, Macau, Georgia, Albania, etc. (improving) and Finland, Sweden, Australia, Hungary, UAE, etc. (declining)

that is from PISA 2012, 40% of 15 years olds that were enrolled in school in 2012 in Singapore spoke English at home, where are you getting those numbers from? according to the General Household Survey 2015, 36.9% of people aged 5 years and over in Singapore spoke English at home, up from 32.3 per cent in 2010, and that is only for Residents (i.e. Citizens and Permanent Residents) the figures would be less if it would be including all the people in Singapore

You got it right, Brazilians are really shit at math so if you're average at it (like me) then you'll stand out as of you were good in a developed country.
The saddening part isn't that we're bad at it though, it's that we're getting worse, and not just at math. You see less and less teenagers who can speak English and it's almost impossible to find one that even wants to learn a third language, cheating in tests is seen as the most common thing in the world for them, it's just not India tier because the parents at least pretend to educate them instead of helping them cheating. It doesn't help that our teachers are grossly underpaid and our system tries its best to not link abstract with pratical knowledge. It's pretty depressing, and our public unis (which are far, far better than our private unis on average) go on strike like once a year, this year some students even decided to occupy unis and schools as an act against the government.
