It's a set code with a set answer. The answer will be a word or phrase. The positioning of the letters with the numbers on the left has is unrelated. Though the positioning with the numbers with eachother on the right may have some relation, or they might not. It's not like I'm your dad or something.

Not the solution, just a quick note I wrote down and didn't have an eraser on hand to get rid of.

And just as a suggestion to the OP for when we all give up and no one ever gets it. If you have a very complex code, the only way to solve it without computers is by having enough of a sample to work out possible common words, letter frequencies, etc.
