I live near Philly so it's really easy. Generally you just need to know which blocks are in business. Then you just drive to that block, walk up it or drive through it and if nobody comes to you first, just say what you're looking for to anybody you pass (i.e. Say "dope" if you're looking for heroin "powder" for coke, etc). Where do you live at? It helps if you're in or around a big city, especially a ghetto one. One good way to find drugs without knowing a block is just go to a ghetto area, drive through and shout what you're looking for out the window at people. Eventually you'll hear "park up" and then you pull over and buy your drugs.
